[AndyB] Block IP 1.4

Added four new options to the Options page. Now has the ability to specify which of the four pages the block IP will block VPN, Proxy, Tor and Relay users.

Added code to prevent issue with other add-ons creating a thread by means of cron entry.

Now also blocks on create thread and create conversation pages.
